Journey to Federalism in Nepal For Resilient society during/after Covid-19

Nepal is in phase of transitional development after the new constitution in post conflict era. The elected governments are in place at federal, provincial and local levels as provisioned in the new constitution indicating the stable government at all levels. However, the development plans of the governments have been partly halted due to the global pandemic COVID-19. COVID-19 is a global health crisis of our time and the existing health system needs to be strengthened in order to tackle the public health emergency situation. Further, the secondary impact of the global pandemic is huge which has already started to take a serious toll on an economy that relies heavily on remittances, agriculture, and tourism revenues. Therefore, it is important to develop a resilient system to face the mounting public health emergency, respond to the socio-economic impact of the pandemic on the most vulnerable, and support longer-term recovery measures. Further, it is vital to rethink the earlier development plans and policies that does not fit for the transitioning into a ‘new normal’ to tackle the COVID-19 crisis.

Several issues in environmental degradation, environmental justice, climate change management, urban management, and enhancing productivity of the natural and agricultural resources will be needed to be addressed in the upcoming decades. In addition, migration, youth engagement in development mainstream, inclusive governance, equity in benefit sharing, livelihoods management, research and extension are emerging issues in the journey to federalism. The two-day e-conference (conference through an electronic medium via internet) will be attended by researchers, policy makers, practitioners at government and non-governmental levels to crystallize and share available science based knowledge for addressing the current and future challenges as well as opportunities.
